This book presents the proposal for territorial planning for the municipality of Salesópolis-SP based on polynuclear development by water districts. The formulation of the proposal was motivated by the demand for regularization of about 38.87% of residents who have occupancy incompatibilities in relation to state and municipal regulations. The irregularity was the subject of public civil actions originating from the Public Ministry of the State of São Paulo, which put families at risk of losing access to urbanized land. Salesópolis-SP is located on the fringe of the São Paulo Metropolitan Region and in an area of significant urban-environmental conflicts. This condition is accentuated by its location as the source of the Tietê River, the largest and main river in São Paulo. Its importance, besides being strategic in preservation, is also symbolic and representative of how urbanization relates to the
environment. In response to the impasse and conflicts, a powerful joint action was organized. This action brought together the Public Defender’s Office of the State of São Paulo, the Environmentalist Parliamentary Front for the Defense of Water and Sanitation, the Municipal City Hall of Salesópolis-SP, the PExURB Group of the Institute of Architecture and Urbanism of USP (IAU-USP), and the local community. Their collective aim was to seek solutions to the impasse of irregular occupations, demonstrating the strength of unity in the face of adversity. At IAU-USP, the activities involved in the development of this proposal were comprehensive and thorough. They included debates with specialists, field and bibliographic research, dialogues with managers, public defenders, and the local community. These activities, which spanned the years 2022 and 2024, involved about 265 people, ensuring the validity and thoroughness of the proposal. As a result, a pilot urbanization proposal for the Núcleo Barra was developed and approved. In methodological terms, this proposal is compatible with applying it in other irregular settlements as a strategy for territorial ordering for the municipality. The formulation and the proposal follow the structure of chapters, and the methodology to facilitate reading is in the final attachment.
